Public entities with a total population of 50,000 or more must comply by April 26, 2027; those under 50,000, and all special district governments, by April 26, 2028. Both dates are set by the Department of Justice's interim final rule of April 20, 2026 (91 FR 20902), which amended 28 CFR 35.200(b) to extend each cohort by one year. The underlying obligation comes from the final rule of April 24, 2024, which still prints the earlier dates.

April 26, 2028 — a special district government is in the later cohort regardless of the population it serves. That covers separately governed library, transit, water, parks and housing districts. A district that a city or county runs rather than governing itself is sized by that government instead, and can fall in the April 26, 2027 cohort.

There is no single date. Ontario's AODA already requires WCAG 2.0 AA for public sector and large-organization web content, with periodic compliance reports; the Accessible Canada Act sets progressive plan and reporting obligations for federally regulated entities toward 2040. Your obligations depend on which regime covers your organization.
