What our crawl found on monroecounty.gov
Counts from our September 17, 2026 crawl, which visited 85 pages. Our crawler found 1,995 public documents on monroecounty.gov — an estimated 49,992 pages your team would otherwise inventory by hand.
The crawl stopped at its document and time limits, so every count here is a minimum: the site has at least this many documents.

Meeting agendas and minutes dominate this inventory at 89% of all documents. Packets published from the compliance date on have to be accessible, as do older ones residents still use to take part in a meeting or a process; older packets kept only for reference may fall under the rule's exceptions.

Checked sample
11 of 49 passed(22%)
- Passed basic checks: 11
- Did not pass: 38
The checked files are mixed: some pass the basics and some don't. Fixing the templates you publish from now, while working through older files in batches, usually saves the most time.
The rate covers the 49 files we checked, not all 1,995 documents. Checks cover tag structure, document language, title, image alt text and form-field labels.
Scanned share
10% scanned
Most of the collection is digital-native text, which keeps remediation at the lighter end: tagging and structure work rather than OCR.
Scanned images need text recognition (OCR) before they can be tagged.
Forms are a small part of this inventory (1%), but each one needs labeled fields and a working tab order before someone using a screen reader can fill it in.

How we measured this
1.Crawl
We start at the organization's website and follow its sitemaps and links on the same site. We respect robots.txt and crawl delays, and skip login areas.
2.Classify
Each document is sorted by file format and, from its link text and file name, into a category such as forms or agendas. Page counts are estimated, often without downloading the whole file.
3.Check a sample
We open up to 50 PDFs and run basic machine checks: tags, document title, language, image alt text and form-field labels.
4.Publish only with evidence
Figures appear only when a crawl finds at least 25 documents and checks at least 20 of them.
Limits of this method
- We only see public pages we can reach through links or sitemaps. Documents behind logins or on other services may be missed.
- Crawls stop at page, document and time limits. When one is hit, the counts are minimums.
- Categories and page counts are estimates from links, file names and file metadata.
- Machine checks can't judge reading order, alt text quality or table structure. Passing them is not WCAG 2.1 AA conformance.
- Figures describe the site on the crawl date, not today.
This page's evidence
- Crawled September 17, 2026: we fetched 85 pages from https://www.monroecounty.gov/ and found 1,995 documents.
- The pass rate comes from machine checks on 49 of those documents, not from checking every file.
- Changelog: September 17, 2026 — inventory refreshed from the latest crawl.

Plan the work before April 26, 2027
With 196 days left, start with the documents people use most and fix the rest in batches.
Where Monroe County should start
Start with high-traffic services: elections, property tax, courts and public health documents, before archived material.
Voters, property owners and court users need these files to meet their own deadlines.
Serving 759,443 people means many departments publish documents; a central inventory with department owners keeps the work moving.
Usually owned by the county clerk, the elections office and department heads.

April 26, 2027. Monroe County is in the 2027 cohort under the Department of Justice's rule on web and mobile accessibility for state and local governments, with compliance dates as set by the Department's interim final rule of April 20, 2026 (91 FR 20902).
How was Monroe County's deadline set?
Monroe County's total population is 759,443 (2020 Census), at or above the 50,000 threshold in 28 CFR 35.200(b), so the earlier compliance date applies.
How many public documents does Monroe County have?

Which documents should Monroe County fix first?
Start with high-traffic services: elections, property tax, courts and public health documents, before archived material.
Do older PDFs have to be made accessible too?
Not all of them. Documents already posted before the compliance date are excepted unless they are currently used to apply for, gain access to, or participate in the organization's services, programs or activities (28 CFR 35.201(b)). Genuinely archived content is excepted too, but only while it is kept solely for reference, research or recordkeeping, sits in a clearly identified archive area and is not changed. Everything published from the compliance date on is covered, and so is any older file people still use to reach a service.
