How this list is made
- Estimated pages adds up a page count estimated for each document found, often without downloading the whole file: an estimate, not a page-by-page count.
- Only organizations with a published report are ranked (1,451 in California so far), at most 25 of them. Organizations we have not crawled, or could not crawl, are left out, so the list grows as crawls are published.
- A crawl that stopped at a limit (pages, documents or time) reports a minimum, marked with a +. Each organization’s page shows what its crawl covered and when.
- The list ranks the size of public document inventories. It does not rank accessibility, and a place on it is not a finding about compliance.
